Raw building land is land that is officially designated for building use in the development plan of a city or municipality. However, these areas lack the security of development, which must still be clarified before such building can take place. Undeveloped land is precisely defined in Section 5 (3) of the German Real Estate Valuation Ordinance (ImmoWertV).
This contrasts with so-called "land awaiting construction". Here, construction is already planned and, apart from a development to be carried out, there is not much standing in the way of building.
