The land-use plan is a prepared development plan that contains a comprehensive land-use concept for the entire municipal area. The second stage is the development plan, which is to be developed from the land-use plan. It is a legally binding urban land-use plan with provisions for the implementation of the plans.
The legal basis for building is the so-called guarantee of self-government of the municipalities according to Article 28 (2) of the constitution, but also the guarantee of property and the freedom to build according to Article 14 of the constitution, whereby the freedom to build is the object of the guarantee of property.
