A disruption in the construction process always occurs when the actual construction work (actual progress) and the construction schedule contractually agreed by the parties or on which the contractor based his calculation (target schedule) deviate from each other.
The deviation is value-neutral, even if the word "disruption" has a certain negative connotation in common usage. The deviations may concern either the quality of the construction work (changes in performance), the quantity (additional services) or the time of performance (extension or interruption) or combinations of both.
